John Cusack (Pushing Tin) plays the deputy mayor of New York City - an idealistic, loyal foot soldier to Pacino’s (Any Given Sunday) gregarious and often charming mayor. When a young child is killed during a gangland-police shootout, the administration gets into high gear investigating the murder and playing damage control. As Cusack digs deeper, he discovers a trail of cover-ups and widespread corruption - but just how high does it go?
